You can download it from the FortiClient download page on the support portal. I've had the same problem today. Solution: Reboot PC in safe mode an run FCRemove.exe from FC Tools. For me you just needed to run the repair option and then reboot, might just have needed the reboot in my case. Don’t forget to read the release notes!
