They're meant to spawn randomly so you can get village bonuses and start raids. Light level means nothing in this scenario as they are an overworld mob. All they do naturally is come out and attack at random points, just like Wandering Traders spawn randomly.
How do you stop Pillager patrols?
There is no way to prevent it that I know of, you don't get anything back for dealing with it and it gives you an effect that basically presents you from killing the enemies. Bonus points: if you're still in iron armor, illagers deal 8 hearts of damage. That's a lot of fun for the new players.
Do pillagers steal your stuff?
Pillagers spawn in groups of 6-20 at a region which has no player structures (or something like this to avoid annoying spawns like the one I mentioned later). Pillagers will look for chests and barrels at villagers or players houses, steal its contents and bring it to hiding barrels (buried, inside caves, etc).
How do you tame a Pillager?
To tame the pillager, you need to break its crossbow. Since a crossbow has a durability of 326, you need the pillager to use its crossbow 326 times to break it! So add 5 shields to your hotbar (we added 6, just in case) and possibly some food.

Patrols spawn in any Overworld biome except mushroom fields and its variants, although a patrol may wander into a mushroom biome after spawning. If a patrol spawns in peaceful difficulty, the pillagers instantly despawn.
Why do Pillager patrols keep spawning?
So basically a pillager patrol spawned inside the walls when every single block was above light level 7 (light levels 0-7 being the light level that allows mobs to spawn) and no possible way for them to go through, over, or under the walls (and note I've never started a raid in this world).

Where do you find Pillager outposts in Fortnite?
Pillager outposts can be found in any biome that a village can, and usually generate ~300 blocks from a village, though they can spawn anywhere else in the Overworld, such as on a small island in the ocean. It is worth noting that the outpost can be in a different biome than the village.
How to stop Pillager spawns at outposts in Minecraft?
But still have them randomly spawn out in the open a little bit too so you still can get them like save the one with the banner so more spawn with him. I think it would be cool if every That could be one out of ten banners dropped by a Pillager Captain contained a blood splatter. That could be the sign for pillager's to stop spawning.
