You can EV train at any level. The effects scale as you level up. However if you are doing competitive battling you will most likely start EV training immediately after hatching a good egg.

Nope. No matter what level you train them at, when they get to the same level, they will have the same stats.

level 1, since it is the best way to start. starting ev training at a high level wont give you a lot of evs and you have to level up your high level Pokemon to get the evs, but when its at level 1, getting the evs are easy since leveling up is quicker.

Battling Pokemon still gives you the EVs and Vitamins still work in the usual way (10 only). The stats don't change there and then but they do "resolve" themselves when you put the Pokemon in the PC and take it out again. Sort of! Level 100 Pokemon don't gain any EVs from battling.

You can get the equivalent of 6IV Pokemon by Hyper Training, but as I noted above, these stats do not pass down when breeding. EV training at level 100 is no different than at any other level. Just use vitamins. Or fight wild Pokemon.
